Overview
IssuerName is an issuer property that reflects the name of an instrument's issuer. While IssuerName does not impact calculations in most rules, it directly determines calculation results for the Short Selling Regulation (SSR) EU Bonds rules. For any instruments in scope for these rules, IssuerName must match the European Securities and Markets Authority (ESMA) sovereign bond issuer list or the regulatory data set in your environment.
To review this data set directly in the platform, navigate to: Monitoring > Shareholding Disclosure > Rules > Regulatory Data > Short Selling > EU Sovereign Debt
To download the sovereign issuers list directly from ESMA, visit the ESMA sovereign debt section and select Short Selling (Regulation on short selling and certain aspects of credit default swaps) > Net short position notification thresholds for sovereign issuers to download the latest XLSX file.
Managing IssuerName by Integration Type
Submissions Without Data Adapter
If you upload XML files directly, you can supply IssuerName by linking it to a Bloomberg or Refinitiv mnemonic. Because data vendor fields do not always match the official ESMA or United Kingdom sovereign lists, you must map IssuerName to the official issuer names listed by the regulator.
Submissions With Data Adapter
If you use Data Adapter, the system automatically generates IssuerName by retrieving the relevant field from your configured Bloomberg or Refinitiv feed.
Because vendor values do not always match the ESMA or United Kingdom lists, Data Adapter includes an OverrideIssuerName feature that is enabled by default. This feature automatically updates IssuerName to align with the ESMA list, even if your market data vendor uses a different name.
Note: If a mapping does not exist for a specific bond, the system returns the original value provided by your data vendor.
Manual Overrides
If you do not wish to use the OverrideIssuerName function, you can manually set up your own overrides. For the null values returned whilst using the automatic mappings, you can set up an override linked to IssuerId.
Configuring Manual Overrides
If you do not wish to use automated OverrideIssuerName mappings, or if you need to resolve null values returned by automated mappings, you can configure manual overrides linked to IssuerId.
Blanket Overrides
Use blanket overrides to standardise vendor naming conventions that do not match regulatory names. For example, if an instrument has an IssuerName of "GERMANY, FEDERAL REPUBLIC OF (GOVERNMENT)" and no override is in place, the asset will fall outside the scope of the SSR EU Bonds rules.
To resolve this issue, complete the following steps:
Create an override rule specifying that whenever IssuerName equals "GERMANY, FEDERAL REPUBLIC OF (GOVERNMENT)", the system changes it to "Germany".
Save and run your checks to bring the asset within scope for the SSR EU Bonds rules.
Overrides for Null Values
When market data contains missing values, use IssuerId as your Condition property to populate IssuerName.
To configure an override for missing values, complete the following steps:
Set the Condition property to target your identifier where IssuerName is empty or missing (for example, IssuerId = "IssuerId_Example_Belgium").
Define the override action so the system sets IssuerName to the matching sovereign name (for example, "Belgium").
