Setting up Filing Manager FISE and Understanding the Workflow

Overview

We have automated the process for disclosing net short positions to Finansinspektionen, the Swedish regulator. Complete the following steps to ensure the Filing Manager is ready for use in this jurisdiction.

  1. Locate the portfolio or entity holding the position(s) in question on the Portfolios & Entities screen.

  2. Ensure you have saved the Legal Entity Identifier (LEI) of the entity reporting the position under Forms Properties. We need this information to validate that we pass the correct data on to the regulator.

  3. Set your acceptable threshold for the TotalSharesOutstanding variance in FM FISE Settings

  4. Open the OneTouch app on your phone to complete the login process (more information is available here).

Workflow

After reviewing your ShortSE disclosure data, navigate to the FM FISE screen and select SEND. The system then carries out the following steps:

  • FM FISE fetches the OneTouch QR code and displays it on the FM screen so you can validate your login credentials.

  • FM FISE populates the issuer data in the Swedish portal.

  • Validation 1: The Swedish portal automatically populates "The issuer's total amount of issued shares (all share classes)". If this value does not match the value provided to our system, we use the acceptable variance saved in FM FISE Settings to determine whether to proceed. If the value falls outside the acceptable variance, we stop the filing and alert you. We calculate the acceptable variance as: portalTSO - clientTSO | / clientTSO) * 100

  • Validation 2: The website automatically calculates the Position in percent(%) field once the position in number of shares is complete. If this value matches the value from our system, we proceed with the filing. If not, we stop the filing and alert you.

Once the disclosure is complete, FM FISE displays the position status as Filed.

Unactioned Filings

If validation fails due to a TSO variance or a position percentage mismatch, automation stops, and FM FISE sets the position status to Unactioned, along with a submission message explaining the reason.

To proceed with the filing, take one of the following actions:

  • Adjust your TSO data on the platform before attempting to resubmit the position.

  • Complete the filing manually directly in the Swedish portal.
